From the Parsons Hebrew Tutor CD, the Transliteration File HEB_TRAN.TTF FONT file will not install (at least not in Windows XP). The font DOES work under Windows 98. So - how do you edit a font to make it run under XP??? I discovered the fault lay with the naming of the font.
I used a 30-day demo version of the program FONT CREATOR 4.5 from High-Logic. I loaded in the font HEB_TRAN.TTF and got the program to automatically name it, using the internal font information. Then I saved it. (Do not save fonts directly to the Windows/Fonts folder.) It installed effortlessly using the normal method, i.e. Control Panel ... Fonts ... File ... Install New Font ... then Browse to the directory containing the saved font file. (I used the free font utility from High-Logic called Fix Font Folder to add it correctly to the Registry.) If you have had several failed efforts at installing this font you may also have to use Fix Font Folder to edit non-working duplicates, one at a time, adding them to the Registry, so that you can then delete them from the Windows/Fonts folder.
